Purchased by the city hall in 2021 and idle since then, the giant abandoned building in the Garcia neighborhood is back on the priority list and may bring the health unit closer to the Fonte Terminal
There are places in the city that become almost a symbol of waiting. In Blumenau, one such example is a large property, purchased by the city hall in 2021 and which has since remained without a clear purpose. Now, the giant abandoned building may finally gain utility, becoming the new headquarters of the General Outpatient Clinic of the Center and changing the routine of those who depend on the service.
The possibility was announced by the Secretary of Health Marcelo Lanzarin, who resumed the position on Thursday (9). The idea, according to him, is simple to understand: move the AG from the Center from an address considered distant and little used, bring the service closer to the central region, and take advantage of a structure that is already ready to accommodate more than a single service.
Why this building has reappeared as a solution
The property is located on Capitão Santos Street, in the Garcia neighborhood, and has been brought to the table more than once. Previously, it was considered as the House of the Teacher, then it entered the conversation as a headquarters for the City Council, and at another time, it appeared as a possible space for a polyclinic.

What changes for those who use the AG of the Center today
Currently, the General Outpatient Clinic of the Center operates on República Argentina Street, in the Ponta Aguda neighborhood, in a rented property. According to the data, this location makes it the least used AG in the city due to its distance from the central region.
The proposed change aims to address exactly this. The new address would be near the Fonte Terminal, which tends to facilitate access for those who depend on buses and also for those who need to resolve consultations and services on a daily basis.
In the Secretary’s assessment, the larger structure not only improves access but also opens up space to bring other health services into the same place, concentrating services that today may be scattered.
How a property purchased in 2021 ended up without function
The building has about 5,000 square meters and was purchased in 2021 with the intention of housing the future House of the Teacher, a project linked to Education. However, changes in the administrative structure altered the planning, and the intended use lost momentum.
El resultado fue un espacio grande, ya incorporado al patrimonio del municipio, pero sin una función definida. Y, cuando un edificio de este tamaño queda ocioso, se convierte en un tema recurrente, porque es difícil mirarlo y no pensar en el costo de dejar todo parado.
Cámara, policlínica y una economía que quedó solo en papel
A mediados de 2025, la Cámara de Concejales solicitó el inmueble para dejar de alquilar. En ese momento, la estimación mencionada era de ahorrar entre R$ 20 millones y R$ 30 millones a las arcas públicas, evitando costos de mantenimiento, reformas de emergencia y eventuales alquileres de espacios complementarios.
También aparece en la base el valor de R$ 70 mil por mes en gastos de alquiler de espacios complementarios, según explicó Lanzarin. Poco después, el entonces presidente de la Cámara, Ito de Souza (PL), puso el edificio a disposición para la construcción de una nueva policlínica, citando la preocupación de que la ciudad perdiera R$ 30 millones del programa federal Novo PAC, destinados exclusivamente para la obra.
Al final, la megaobra millonaria nunca se ejecutó, y el edificio continuó sin destino.
Lo que la alcaldía intenta resolver al llevar la salud allí
Si el cambio se confirma, la alcaldía pasa a resolver dos cosas al mismo tiempo: dejar de depender de un inmueble alquilado para el AG del Centro y dar uso a una estructura pública que ha estado abandonada durante años.
Y hay un tercer punto, más práctico: cuando un servicio de salud se traslada a un lugar más accesible y con espacio para ampliar atenciones, la ciudad puede ganar en flujo, organización y capacidad de respuesta, especialmente en una unidad que hoy se describe como poco buscada debido a la dirección.
Aún no hay, en la base, un cronograma cerrado para el cambio, ni confirmación de firma definitiva. Pero el simple regreso del tema indica que el municipio intenta, una vez más, transformar un estancamiento en solución.
